Job overview-

The Electrical, Instrumentation & Communication (E& I) Estimation Engineer is responsible for preparing accurate and competitive techno-commercial estimates for EPC, Brownfield, Greenfield, Maintenance, and Shutdown projects.

The role involves reviewing tender documents, preparing material take-offs (MTOs), estimating project costs, evaluating vendor quotations, developing technical and commercial proposals, and coordinating with internal departments and clients to ensure timely submission of compliant bids.

TECHNICAL SKILLS

  • Review invitation to bid (ITB), request for quotation (RFQ), request for proposal (RFP), scope of work (SOW), specifications, drawings, BOQs, datasheets, and other tender documents.
  • Analyze project requirements, identify technical risks, assumptions, exclusions, and commercial deviations. Prepare detailed material take-offs (MTOs), bill of quantities (BOQs), and quantity verification from engineering drawings and specifications.
  • Develop comprehensive cost estimates covering materials, manpower, equipment, subcontractors, engineering, construction, testing & commissioning, logistics, and temporary facilities.
  • Prepare accurate man-hour estimates based on project scope and productivity norms.
  • Obtain, review, and evaluate quotations from approved vendors and subcontractors for technical and commercial compliance.
  • Prepare technical proposals, compliance statements, project execution methodology, assumptions, exclusions, and commercial bid documents.
  • Coordinate with Engineering, Procurement, Construction, Planning, QA/QC, Vendors, and Clients to resolve technical and commercial queries during bid preparation.
  • Prepare technical clarification requests (TQs) and review client responses for incorporation into estimates. Ensure estimates comply with client specifications, international standards, and company procedures.
  • Maintain estimating databases, productivity norms, historical cost records, and vendor pricing information.
  • Support post-bid clarifications, negotiations, value engineering initiatives, and handover to project execution teams. Electrical Power Distribution  MCCs, Switchgear & Transformers UPS, Battery Chargers & DC Systems.
  • Lighting, Small Power & Earthing Systems Lightning Protection Systems Instrumentation & Field Devices.
  • Control Valves & Analyzers Fire & Gas Detection Systems.
  •  DCS, SIS, PLC, RTU & SCADA Systems
  • Industrial Communication & Telecom Systems Fiber Optic Networks (FOC).
  • OTN / DWDM Communication Systems, CCTV, Access Control & PAGA Systems Structured Cabling & Data Networks.
  • Cable Tray, Conduit & Cable Installation Systems.
  •  Saudi Aramco Standards/ SABIC Standards SEC Standards
  •  IEC, IEEE, ISA, NEC, NFPA and applicable international codes Brownfield and Greenfield EPC projects.
  • Material Take-Off (MTO) preparation BOQ development.
  • Cost estimation methodologies Productivity and man-hour estimation Vendor and subcontractor evaluation.
  • Microsoft Office (Advanced)
