Job Summary
We are seeking an experienced and result-driven Health, Safety & Environmental (HSE) Manager with strong expertise in Cross-Country Pipeline Construction Projects. The candidate will be responsible for planning, implementing, and managing all HSE functions across project sites while ensuring compliance with company policies, client requirements, and local/international safety standards. The role requires a proactive leader capable of driving a strong safety culture while ensuring operational excellence.
Key Responsibilities
- Lead and oversee all HSE activities across pipeline construction projects.
- Develop, implement, and monitor HSE policies, procedures, and safety programs.
- Ensure compliance with Saudi local regulations, client specifications, company standards, and OSHA requirements.
- Conduct risk assessments, safety inspections, audits, and incident investigations.
- Promote and strengthen a positive safety culture by enhancing awareness and safe work practices.
- Identify potential hazards and implement preventive and corrective actions.
- Plan and deliver HSE training programs, toolbox talks, and emergency response drills.
- Investigate accidents, incidents, and near misses to identify root causes and implement corrective actions.
- Provide HSE guidance, coaching, and support to project teams and workforce.
- Monitor the effectiveness of safety programs and recommend continuous improvements.
- Develop and coordinate emergency preparedness and response plans.
- Ensure proper availability and maintenance of PPE, safety equipment, and HSE resources.
- Prepare HSE reports, performance metrics, and compliance documentation for management and clients.
- Support strategic HSE initiatives and contribute towards achieving company safety objectives.
- Ensure adherence to the company HSE Manual, Construction Safety Manual, and approved project procedures.
- Perform additional HSE-related duties as assigned by management.
Qualifications & Requirements
- Bachelor’s degree in Engineering, Safety Management, Environmental Science, or related field.
- Mandatory certifications: NEBOSH and IOSH.
- Strong knowledge of ISO 45001:2018 and ISO 14001:2015 management systems.
- Lead Auditor certification will be an added advantage.
- Minimum 12–13 years of HSE experience with significant exposure to cross-country pipeline construction projects.
- Strong understanding of pipeline construction safety practices, hazard identification, and risk mitigation.
- Excellent leadership and team management capabilities.
- Strong communication and interpersonal skills.
- Ability to establish trust and maintain strong working relationships with management, supervisors, and workforce personnel.

Preferred Industry Experience
Candidates with prior experience in Oil & Gas, Pipeline Construction, EPC Projects, and Cross-Country Transmission Lines will be highly preferred.
